You have been admitted to a Turkish university — congratulations. But that is not the end of the process; on the contrary, the most critical stage begins: the student visa application, arrival in Turkey and, most importantly, obtaining İkamet (residence permit) within 1 month. In this article we explain step by step the Turkish student visa process for Azerbaijanis: documents, application, processing time, İkamet, KYK dormitory and rejection reasons.

The main visa type for studying in Turkey is Eğitim Vizesi (education visa). It is obtained at a Turkish consulate and is the official entry document for registration in Turkey. The visa is usually single-entry and valid for 1 year; after arriving in Turkey you must obtain İkamet (residence permit).
Eğitim Vizesi is issued only on the basis of an admission letter (YÖK admission decision or an official letter from the university). You cannot study on a tourist visa — that is considered illegal stay and can be used against you in future applications.
After receiving Eğitim Vizesi you must enter Turkey within the visa period (usually 90 days) and apply for İkamet within 1 month. If this time passes, you face fines and a risk of forced return.
Where to apply
The Turkish student visa application is filed at the Turkish Consulate General in Baku. The consulate is located in the Khatai district of Baku. To apply, you first need to make an appointment in the new-generation Consular System (e-Visa or Consulate appointment portal). Walk-in is usually not possible without an appointment.
- Appointments are registered on the Turkish consulate's official portal
- At the appointment, both originals and copies of all documents are submitted
- Biometric photo and fingerprints are mandatory
- The base application fee is paid (see: Visa fee section)
- The passport remains at the Consulate after the application and is returned when the visa is ready
Required documents
The following documents are required for Eğitim Vizesi. Both originals and Turkish-translated or notarized copies of all documents must be submitted:
- 1Passport (validity at least 6 months beyond the visa, ideally 2+ years)
- 2Official admission letter from the university (admission decision)
- 3Completed visa application form (filled in on the portal)
- 4Biometric photo (last 6 months, white background, 2 pieces)
- 5Financial document — bank statement of around 5000-7000 USD from the student's or parents' account
- 6Insurance document — valid health insurance in Turkey
- 7Proof of residence address in Turkey (dormitory contract, private rental or university confirmation)
- 8Receipt confirming tuition payment (or university confirmation)
- 9Dekont confirming the visa fee has been paid
The financial document is very critical: the Consulate wants proof that the student or the family has enough funds to live and study in Turkey. If the account is freshly funded just a few days before the visa, this raises suspicion — usually the average of the last 3-6 months is requested.
Processing time — how long does the visa take?
With complete documents and a problem-free application, Eğitim Vizesi is usually issued within 2-4 weeks. During peak season (August-September) this can extend to 4-6 weeks. Therefore it is recommended to apply for the visa immediately after receiving the admission decision, at least 6-8 weeks before the university start date.
Visa fee
The visa fee is collected at the Turkish Consulate as a state duty. For a single-entry Eğitim Vizesi the fee is usually around 80-120 USD, but in some cases a service fee or agency payment may be added. The visa fee is proved with a consulate payment dekont (receipt).
In some cases, Azerbaijanis may have a discounted tariff based on an Azerbaijan-Turkey consular agreement, but in practice full payment is usually required. For the exact amount, check the official portal.
İkamet — Turkish residence permit
The most critical step after arriving in Turkey is obtaining İkamet. İkamet (İkamet Tezliği / İkametgah Belgesi) is the residence permit that allows you to stay legally in Turkey. After a student-visa entry it must be obtained within 1 month from Göç İdaresi (Migration Management).
If you do not get İkamet, as the visa period expires you fall into an illegal status; university registration becomes impossible and your future visa applications are put at risk. Therefore it is optimal to start the İkamet application in the first week after arriving in Turkey.
İkamet application process
- 1Book an appointment on the Göç İdaresi online portal (e-ikamet)
- 2Fill in the İkamet application form (on the online portal)
- 3Prepare the following documents and submit them at the appointment
- 4Go to the appointment location in person, give fingerprints and submit any additional documents requested
- 5Receive the İkamet card by post at your address (usually within 2-6 weeks)
Documents required for İkamet:
- Passport and visa (or visa seal page)
- University student card (öğrenci belgesi) or registration document
- Residence address in Turkey (notarized rental contract from a landlord or dormitory confirmation)
- Insurance document (Genel Sağlık Sigortası — valid in Turkey)
- Biometric photo (4-6 pieces)
- Financial document (regular additions from the student's or family's account)
- State fee for the İkamet card (usually around 100-200 TL)
İkamet renewal
The first İkamet is usually issued for 1 year and must be renewed every year. For renewal it is recommended to apply 60 days before the current İkamet expires. A delay creates a fine. Some students can receive a 2-3 year İkamet (based on the total study period). There is a special procedure for master's students when the international program ends.
KYK dormitory — state dormitory
KYK (Kredi ve Yurtlar Kurumu) is Turkey's state student dormitory system and the cheapest accommodation option. The monthly price is usually around 30-60 USD. Places are limited so demand and competition are high — especially in big cities (Istanbul, Ankara, Izmir). In smaller cities (e.g. Giresun) it is relatively easier to find a place.
The KYK application opens on the online portal (kyk.gov.tr). Usually a short application window opens in September-October each year. The student's certificate GPA (state quota or tuition-funded period) affects the outcome.

Students who cannot find a place in KYK have private dormitories or apartment rentals as alternatives. Private dormitories offer 150-400 USD per month (depending on location and city). Common visa rejection reasons and how to avoid them
If complete documents are submitted, the rejection rate is low, but rejections can occur for some common reasons:
- Weak financial document or an account freshly filled with funds
- Insurance document not valid in Turkey (a simple travel insurance is not accepted)
- No proof of residence address (a landlord confirmation or dormitory letter is required)
- No real signature/verification on the university admission letter
- Short passport validity (less than 6 months remaining)
- History of illegal stay during previous Turkey visits
- Contradictory information on the application form
If you are rejected, the official reason is stated together with the decision. It is possible to re-apply, but do not repeat the same mistake. If the rejection reason is unclear, it is recommended to consult a migration lawyer.
Connection between certificate-based admission and visa
In the Turkish admission process, the certificate GPA is very important. A higher certificate average creates better chances both for stronger universities and for getting the admission letter faster, which makes the visa application earlier. Some students plan to move to Turkey together with their families. This is possible, but it is an additional procedure. After receiving the main student visa, a family İkamet (Aile İkamet) application can be filed for the spouse and children. The main conditions: the student's financial capacity (an additional 3000-5000 USD statement per family member), passports and insurance for family members, and an apartment rental contract (KYK dormitories do not accept families).
The family visa has a comparable rejection risk for students with a weaker profile, because the Consulate requires additional financial capacity and proof of housing for each extra person. Our recommendation: go alone first, and consider bringing your family in the second year.
Part-time work permit while studying
International students in Turkey can apply for a part-time work permit, but with restrictions. In the first year at the university, a work permit is usually not issued — this period is reserved for focusing on language preparation. From the second year onwards, a part-time work permit of up to 24 hours per week can be requested for sales / technical positions.
The main steps of the work permit process:
- 1Find a job — the hiring company will file an application on your behalf
- 2The company submits the application to the Ministry of Labor and Social Security

- 4If approved, your student visa is combined with the additional work permit

Working informally without a permit affects your legal stay and can obstruct the İkamet/visa renewal process. Always work with a legal work permit.
Bank account and tax number
After arriving in Turkey it is very convenient to open a local bank account for daily life. To open an account you first need a tax number (Vergi Numarası) — it is issued at the Tax Office (Vergi Dairesi) free and instantly with a passport. Once you have the tax number, an account can be opened at any bank (state banks Ziraat, Vakıf and Halkbank are usually more convenient for students).
After opening a bank account you get additional options:
- Receiving monthly stipend or parental transfers
- Online payments (KYK fee, service fees, phone/internet)
- A student-limit credit card and dekont generation
- Online payment for the İkamet card
