How admission through the government quota works
Every year the Russian government allocates a government quota (правительственная квота) for foreign students. Applications are submitted online via education-in-russia.com (formerly the Rossotrudnichestvo portal) and russia.study. Selection is based on academic record, certificate GPA and portfolio; quota seats usually require no entrance exam. Many universities also offer paid (contract) seats.

Mobile network
Get a student-plan SIM card from МТС, Билайн or МегаФон. Official registration with a passport is required.

A SIM card is activated only with a passport and migration card; avoid unofficial sales.

Open a student account at a bank such as Сбербанк or Т-Банк (Tinkoff) — needed for cards and transfers.

Is exam-free admission possible through the government quota?

Can I study without knowing Russian?
Yes. If the program is in Russian, you enroll in the preparatory faculty (podfak) in the first year. Some programs are in English, but they require a high IELTS/TOEFL score.
I haven't taken the DIM in Azerbaijan — can I still apply?
Yes. The Russian quota system is independent of the DIM; selection is based on a separately verified academic record.
What is needed to study medicine?
Medicine is a competitive faculty; a high certificate GPA (strong biology/chemistry) and early application are recommended. Some universities may have additional profile questions.
